McConnell Secures Pro-Coal Measure in Senate Interior Appropriations Bill

McConnell joined subcommittee this year to fight back against EPA’s War on Coal

WASHINGTON, D.C. – U.S. Senate Majority Leader Mitch McConnell announced today that he secured language in the Senate Interior Appropriations bill that would protect states from any consequences from the Environmental Protection Agency (EPA) should they forego submitting a state plan for complying with the agency’s recently finalized power plant rule.  This prohibition of the use of funds was included in the Senate version of the bill that was approved by the Appropriations Committee earlier today.

In March, Senator McConnell sent a letter to all 50 governors calling on them to “carefully review the consequences before signing up for this deeply misguided plan.” In the letter, Senator McConnell wrote, “I believe you will find, as I have, that the EPA’s proposal goes far beyond its legal authority and that the courts are likely to strike it down. All of which raises the very important question of why the EPA is asking states at this time to propose their own compliance plans in the first place.”

The measure that Senator McConnell inserted in the Interior funding bill solidifies in legislative text that states have the option to refuse to comply with the EPA’s power plant rule.

“If enacted, the measure I secured today will guarantee that governors who heeded my warning will be protected, while also prohibiting funding for the EPA to force states to submit an implementation plan,” Senator McConnell said. “This administration’s EPA continues its war against Kentucky coal jobs, miners and their families, and I have vowed to do all I can to stop them. I joined the Interior Subcommittee this year specifically to be in a position to oversee the EPA’s budget and to protect Kentucky jobs. The provision I secured today is very important to my constituents back home. If enacted, it will protect jobs, keep electricity prices low, and fight back against the bureaucratic overreach committed by this administration’s EPA.”

Senator McConnell also secured a number of other provisions in the bill that seek to prevent the EPA from implementing onerous regulations that will have a negative impact on Kentucky’s economy. He secured language that would prohibit implementation and funding of the so-called Waters of the U.S. (WOTUS) rule that would classify nearly all wetlands, including small ponds and ditches, as “navigable” waters and thus subject to interference by Washington.  Senator McConnell also inserted language to prohibit the EPA from regulating a standard for ozone or “smog” levels until at least 85 percent of counties nationwide that are not in compliance are able to do so.

“Once again, Senator McConnell is standing up for coal miners as well as the increasing number of states that have serious concerns about the Obama Administration’s policies regarding electricity production,” said Bill Bissett, President of the Kentucky Coal Association (KCA). “Protecting states that choose not to comply with the EPA’s proposed Greenhouse Gas regulations makes sense and should be seen by the White House as a growing voice of concern against their policies that will create more economic destruction in coal mining and coal using states like Kentucky. KCA thanks Senator McConnell for his efforts, and we hope Senator McConnell’s colleagues in the United States Senate support this effort.”

The Interior Appropriations bill must now be approved by the full Senate.

 

WASHINGTON, D.C.U.S. Senate Majority Leader Mitch McConnell made the following remarks on the Senate floor urging bipartisan support for the defense authorization and appropriations bills:

“It was heartening to see so many Democrats join us yesterday in advancing a good defense authorization bill by a big bipartisan margin. It now puts the Senate on a path to bring the bill to final passage tomorrow.
 
“Once that happens, the Senate will have taken a significant step toward doing right by the men and women who risk everything to protect us — it’s good news, but it’s not the end of the story either. Because while the defense authorization bill makes promises to our troops, it’s the defense appropriations bill that can actually fulfill those promises.
 
“That’s just the bill we’ll consider next.

“I would expect everyone who votes for the Defense authorization bill would also want to support moving to Defense appropriations.  Because I’m sure every Democratic colleague who just voted to make promises to our troops will want to help us actually fulfill those promises by voting for the defense appropriations bill too. 
 
“They might look to the example Democrats just set in the House of Representatives last week. House Democrats appeared to understand just how cynical it would’ve been to make promises and then not fund them, which is why we just saw dozens join with Republicans to pass defense appropriations. House Democrats must’ve known their constituents wouldn’t fall for an ‘I was for the troops before I was against them’ argument. House Democrats also must’ve seen how heartless it would’ve been to deny funding for America’s heroes as part of some ridiculous ‘Filibuster Summer’ plan to extract more cash for giant bureaucracies like the IRS.

“I have to think Senate Democrats would see things the same way. Judging by what we just saw last week in the Senate Appropriations Committee, there’s no reason to think otherwise.
 
“Democrats and Republicans came together to pass the defense appropriations bill we’re about to consider by a huge margin, 27 to 3.
 
“Not only did nearly every single Democrat support this bill in committee, but Democrats had some pretty supportive things to say about it too.
 
“One Democratic friend called the appropriations bill ‘a key investment in our national security’ that funds ‘a number of Hawai‘i’s defense [needs].’
 
“Another Democrat noted that it would fund a program that’s one of her ‘top priorities.’

“And here’s what another Democrat said of the bill:
 
“‘It will directly protect and grow Connecticut’s defense manufacturing industry and the hundreds of thousands of jobs it supports across our state,’ he said, and it will ‘implement a well-deserved pay raise for our troops who put their lives on the line each and every day.’

“It’s a ‘victory for Connecticut,’ he exclaimed.

“A victory for Connecticut. Now there’s a rousing endorsement of the bill we’ll vote on tomorrow.
 
“It’s no wonder each of these Democratic colleagues voted to endorse the appropriations bill. It’s good news for our troops and their families. It’s good news for our country.
 
“These Democratic friends must not want to see a ‘victory for Connecticut’ squashed or one of their ‘top priorities’ sacrificed for the sake of some ploy to funnel a few more dollars to Washington’s big bureaucracies.

“They must think this ‘Filibuster Summer’ idea their party leaders hatched isn’t good for America’s national security or for job security in their own states.

“They must know you can’t take credit for promises made in a defense authorization bill if you then vote against the appropriations bill that would fund them. 

“So I hope Senators in both parties will join together once more to first bring the defense authorization bill over the goal line tomorrow, and then to begin debate on the inseparable defense appropriations bill too.
 
“If Senators want to amend that appropriations bill or strike a rider, then they should vote with us to get on the legislation so we can consider those amendments or those motions to strike.
 
“If Senators want to try and increase or reduce the level of funding in that bill, the only way they’ll have a chance to try doing that is if they vote with us to get on the bill.

“So bring us your ideas and let’s debate them.

“Whether you’ve got a proposal to boost the helicopter industry in Connecticut or a plan to repair naval vessels, amphibious and surface ships in places like California, Washington, Hawaii, and Virginia, the only way to ensure ideas like those are considered is by voting to open debate on the appropriations bill — and the only way to ensure they won’t be heard at all is by voting to filibuster.
 
“That wouldn’t be good for anyone. So let’s not kill the opportunity to even have those debates.
 
“Because here’s what we know. The young men and women of our volunteer force don’t need a summer packed full of Democrat filibusters and they certainly don’t need a Democrat shutdown surprise in the fall — all they ask for are the weapons, the training, and the skills they need to prevail on the battlefield.
 
“We can give it to them. We’re almost there.
 
“Democrats already joined with Republicans to make a promise to the troops, and with just a little more good bipartisan work we’ll see Democrats join with Republicans to fulfill it too. I have to think they will, because failing to do so would mean making empty promises to both constituents and to our troops.”

“Later this afternoon, the Senate will decide whether to advance or filibuster the defense authorization legislation before us.

“Senators will take a vote and make a choice.

“One option is for Senators to follow the bipartisan example of the House of Representatives and the Senate Armed Services Committee, both of which passed defense authorization legislation with bipartisan backing.

“It means reaching across the aisle to support the men and women who support us every day.

“It means voting to transform bureaucratic waste into crucial investments for brave troops and their families: raises they’ve earned, quality-of-life programs they deserve, and the kind of medical care and mental-health support they should expect when injured on the battlefield or haunted by its memories at home.
 
“It means ensuring our military has the tools it needs to help America navigate a treacherous world beset by an ever-growing array of challenges.

“It means advancing a bill that contains ideas and priorities from both parties, and one that gives President Obama the exact level of funding authorization he asked for in his own budget request.

“It also means endorsing the Senate’s return to considering defense authorization bills through regular order — allowing real bipartisan debate and a real bipartisan amendment process, as we’ve done this year — as opposed to the bad old days of ramming it through at the last minute.

“That’s one option — voting for cloture; voting for a bipartisan bill that’s good for our troops and our country

“But there’s another option too — voting to filibuster; voting to raise the curtain on this bizarre ‘Filibuster Summer’ strategy we hear Democrat leaders boasting about in the press.

“Democrat leaders are apparently so passionate about dumping more cash into gargantuan D.C. bureaucracies like the IRS that they now seem prepared to block and filibuster the benefits owed to our troops and their families — or even shut down the government altogether — if they can’t get their way.

“As one newspaper reported this morning, ‘Democrats appear eager to return to shutdown politics.’ The Minority Leader seemed to put it plainly enough the other day: ‘We’re headed for another shutdown,’ he said.

“But that can only happen if common-sense Democrats allow their party leaders to advance this shutdown-seeking ‘Filibuster Summer’ gambit.

“Today is every common-sense Democrat’s chance to say ‘enough.’

“Today is every common-sense Democrat’s opportunity to help pull their party back from a senseless path of forcing endless filibusters and a shutdown no one wants but the Hard Left.

“Because here’s what every Senator knows deep down.

“Voting to filibuster would mean allowing Democrat leaders to take from every soldier, every sailor, every Marine, and every man and woman in the Air Force the pay raises they've earned, so Democrat leaders can use it as ante in a game of Shutdown Roulette.

Voting to filibuster would mean allowing Democrat leaders to hold our military hostage at a time of unprecedented global threats, as part of some partisan ploy to extract a few more bucks for Washington bureaucrats.

“I just can’t imagine serious-minded Democrats feeling comfortable going along with their leaders' plan.
 
“It’s just too callous. It's just too extreme.

“So I hope they won’t.

“I hope every one of my colleagues, no matter which party they’re in, will stand together instead for bipartisanship, for regular order, and for the idea that we should support the troops who support us.

“I thank Chairman McCain for all of his hard work to get us to this point. He did a marvelous job working across the aisle to craft a serious defense bill with input and amendments from both parties. The Senate, our military, and our country stand to benefit immensely from his dedication.

“I hope every Senator of goodwill will stand up and vote to advance this bipartisan bill today.”
